So the system that gives players a choice of hue / saturation filters works like this. It takes the outfit item, it decides if you're allowed to adjust the items hue, if so it gives you a list of all the hue / saturation filters available applied to the item so you can pick one.
Hue and saturation are both adjustments of colors, they have no effect on black > white in items. Therefore if an item has no color in it, the filters will have no effect. It still displays the choice because it is a PHP script, it doesn't know if an item has color in it or not.
This means that you can't adjust black and white items to give them color and it means that they will display a list of hue / saturation filters that all look identical. Neither of these things are bugs, they are part of how the system works for now.

"Well said. I would suggest lightening or darkening certain items so they can have the colors, giving more choice. Also, there are many items that just don't show up when chosen."
